Please could you provide me with all the receipts, invoices and other documents relating to the MP Andrea Jenkyns’ travel expenses from February to May 2019.

IPSA holds the information you have requested.
Under the Scheme of MPs’ Business Costs and Expenses (‘the Scheme’), travel and subsistence claims may be made for the costs of travel, and travel-related subsistence incurred by MPs or others, which are in support of the MP’s parliamentary functions.
The invoices accompany this request. We have withheld information from the invoices in accordance with s.31 FOIA (Law enforcement) and s.38 FOIA (Health and Safety). Further information on these exemptions is available below.
The table below also lists the expense claims that IPSA has received from Ms Jenkyns between February and May 2019.
Please note MPs have up to 90 days to submit an expense claim, so further claims from the period requested may still be received at a later date.

Exemptions applied
Section 31 – law enforcement
We have withheld a small amount of information relating to the financial transaction under Section 31(1)(a) (Law enforcement) of the FOI Act. This section of the Act states that information is exempt if its disclosure under the FOI Act would, or would be likely to, prejudice the prevention (or detection) or crime.
We consider that the withheld information, if disclosed, would be likely to prejudice the financial or data security of the individuals concerned. We do not consider that the public interest in disclosure outweighs this risk. In our opinion the public interest in protecting the security of MPs and their staff outweighs the public interest in disclosing the information.
Section 38 – Health and Safety
In accordance with section 38 of the FOIA, we have redacted the specific time of travel from the receipt. Section 38 states that information is exempt if its disclosure under the FOI Act would, or would be likely to, endanger the safety of any individual.
After considering the nature of the withheld information it is our opinion that were a disclosure to be made into the public domain it is likely that this information could be used to endanger the safety of the individuals who may regularly utilise the same time trains for London to constituency travel.
Although we recognise the public interest in transparency surrounding the publishing of this information there is also a strong public interest in ensuring that as an organisation we are able to protect our service users from threats to their safety. In our opinion the public interest in protecting the personal safety of MPs outweighs the public interest in disclosing the information.
